Those five songs you called "filler" are, to me, much more than that. Each has its own unique rhythmic thing goin on. I couldn't imagine Exile without them.
Having said that, I would rate Exile third behind Let It Bleed and Sticky Fingers. But you know something? I still probably play Exile more than either of those. In fact, I know I do. IMHO, the music on Exile seems more timeless, unlike Let It Bleed and Sticky Fingers which seem fixed forever in the context of the late-sixties anthems and "classic rock" era, etc.
